Content Moderation features added

New moderator and author features have been added to the site. Although the full moderator feature-set is not yet complete, several features are now active. This includes:

• Topics can now be locked to restrict the creation of new posts to users with specific Roles or Claims. This has been implemented with the News & Announcements topic.
• Posts can be "Closed" to prevent any additional replies from being added.
• Posts can be edited by the author.

Features almost complete:

• Replies can be edited by the author.
• Posts and Replies can be Hidden from view.
• Posts and Replies can be Reported for violations of our Terms of Service.
